The Joint Committee on Transition Facts enters a cross-referenced working register for the partial facilities schedule supplied by Korda's territorial administration under NRS-Y13-0717. The register links each entry to the fiscal and service materials received under NRS-Y13-0706 and to the corresponding request in NRS-Y13-0711.
For each entry, the register distinguishes the administration's reported owner, current operator, service area and routine maintenance responsibility. It separately identifies the supporting document supplied, the reporting period and any source record still requested. Where a facility appears in more than one submission, the entries are cross-referenced rather than treated as separate facilities.
Evidence status
An entry in the territorial return, an attached supporting record and an outstanding verification request are recorded separately. Inclusion in the return does not by itself settle title or establish the terms of a contract not yet supplied.
Outstanding entries include title records, long-term maintenance agreements and transportation-service contracts requiring another public body's return or archive verification. The register identifies the office from which each outstanding record is sought. Pending entries remain open; the register supplies no substitute estimate.
Limits of the register
A recorded service area identifies where a facility is used. It is not an allocation of expenditure between the certified lake corridor and the remainder of Korda. Recurring service expenditure and one-time transition assumptions remain distinct fields for the preliminary compilation.
The update adopts no valuation, transition-cost allocation, ownership determination, boundary proposal, viability finding or constitutional-status recommendation. It does not constitute the Committee's preliminary report.
Timing
The update does not restart the fourteen-day working request in NRS-Y13-0711, alter the Committee's non-binding thirty-day target or toll the Convention's period under §15.5.a(3).
