Record Identification
Receipt
The Clerk records receipt of the following materials for the Joint Committee on Transition Facts, constituted by NRS-Y13-0701. The materials have been entered in the committee register and made available to all Convention delegates.
- Federal Fiscal Administration: schedules of transfers paid to Korda, identifying the receiving authority, accounting period, stated purpose and restrictions recorded against each payment.
- Korda's territorial administration: revenue and expenditure returns for shared services, together with an initial inventory of facilities, recorded ownership, operating responsibility and outstanding maintenance commitments.
- Korda's transportation authority: road-maintenance and service-contract schedules supplementing the freight records already supplied to the committee.
- Delegate Dessa Orin: a fiscal submission cross-referencing territorial receipts, outstanding capacity requests and service obligations, accompanied by preliminary estimates for administrative work associated with a change in status.
Compilation notes
The transfer schedules distinguish payments received from applications awaiting decision. The service returns include expenditure recorded for the Territory as a whole and expenditure attributed to individual districts. Shared-service costs have not yet been allocated consistently between the certified corridor and the remainder.
The initial asset inventory distinguishes ownership from operational use. Entries for which the submitting office has not supplied supporting title or contract material remain marked for verification. Transition submissions distinguish recurring expenditure from estimated one-time costs; their accounting periods and assumptions have not been fully reconciled.
Status of materials
Receipt does not constitute committee adoption, verification of an estimate, a viability finding or endorsement of the submitting delegate's position. This is an inventory of material received, not the committee's preliminary compilation. No aggregate cost comparison or boundary recommendation has been adopted.
The committee's internal thirty-day target recorded at NRS-Y13-0705 remains non-binding. This filing has no effect on the Convention's ninety-day period under §15.5.a(3).
Disposition
Entered for compilation. Requests for reconciliation and supporting schedules remain outstanding. Further receipts and corrections will be recorded separately.
