Record Identification
Purpose
The Joint Committee on Transition Facts has reviewed the first fiscal, service and transition materials entered under NRS-Y13-0706. The submissions use different accounting periods and do not consistently distinguish ownership, operating responsibility, maintenance obligation and service territory. The Committee therefore requests supplemental schedules sufficient to place the material on a comparable basis.
Records requested
- for each facility identified in the first asset return, the recorded owner, current operator, district served and any outstanding capital or maintenance obligation;
- for shared services, the basis used to allocate expenditure between the certified lake corridor and the remainder of Korda;
- for transportation contracts crossing the certified corridor boundary, the contracting authority, remaining term, termination provisions and presently recorded service area;
- for transition estimates, separation of recurring expenditure from one-time administrative cost and identification of the accounting period used; and
- supporting records for entries presently marked as pending verification in the Committee register.
Scope
The request is evidentiary. It adopts no valuation, cost allocation, ownership conclusion, boundary proposal or constitutional-status recommendation. A submitting office may state that a requested allocation cannot be made reliably from existing records; such a response will be entered as a limitation rather than treated as a refusal.
Timing
The Committee asks submitting offices to return available material within fourteen days for inclusion in its preliminary compilation. The fourteen-day request is an internal working period only. It does not alter the Committee's non-binding thirty-day target and has no effect on the Convention's ninety-day period under §15.5.a(3).
End of record.
