Record Identification
Submission received
The Committee Clerk records receipt of a written submission from the territorial administration of Morantine for the ordinary legislative review announced in NRS-Y13-0710.
The submission provides schedules of capacity requests still pending or resolved during the current review period, identifies requests outstanding for more than three years, and separates requested capital work from recurring service expenditure. It also supplies service-load figures for public health, transport maintenance and water infrastructure using the same reporting periods identified in the Executive Monitor's interval data.
Position stated by submitter
Morantine asks the Committee to consider whether request age and sustained service burden should be reflected expressly in the statutory equalization formula. The submission does not allege that the current mechanism is constitutionally inoperative and does not ask the Committee to treat the Executive Monitor's prior no-failure certification as withdrawn or superseded.
Committee status
Receipt places the material in the Committee record. The Committee has not adopted Morantine's proposed factors, assigned them weights, drafted statutory language or determined that amendment is necessary. Other State and Territory submissions remain receivable under the reconvening notice.
No ninety-day constitutional response period is running. Any amendment proceeds through the ordinary legislative process.
End of record.
