Dessa Orin's Conditions for a Korda Convention Resolution

National Record System · Year 13, Month 12

Record Identification

Reference: NRS-Y13-0748
Type: Delegate response and proposed drafting conditions
Filing Delegate: Dessa Orin
Date: Year 13, Month 12

Status

This response addresses the discussion memorandum submitted in NRS-Y13-0747. It is an individual delegate's filing and neither the Convention's resolution nor assent to a particular boundary or merger. The certified whole-Territory Statehood claim remains part of the Convention's task.

Conditions for consideration

Retained lake access: Any proposed northern-corridor departure must show, on a public boundary schedule, which southern lake districts remain under Korda's jurisdiction. The schedule must preserve viable access to Lake Varda and identify obligations affecting crossings, transport, community access and publicly operated facilities. Existing Indigenous, family and community relationships are matters for the Convention to account for, not costs to be netted out of an asset ledger.

Continuity of services and accounts: Draft provisions must identify the responsible authority for each affected service during transition. Where title, contract responsibility or shared liability cannot yet be verified, the draft must specify a lawful procedure for reconciliation rather than assigning an invented amount. A transfer of administrative responsibility may not leave a service without an accountable operator.

Statehood proceeding: The proposed resolution must state how the remaining Territory proceeds under §15.2 on the boundaries that would remain if an adjustment is ultimately ratified and takes effect. Such a statement cannot waive Statehood Audit requirements or itself grant Statehood.

Required approvals: Any merger must still obtain the affected-voter referendum, Kelvant's own constitutional approval, the integrity assessment and Senate ratification required by §15.4. The Convention's vote alone cannot accomplish the merger.

Reservation

These are conditions for examining a possible settlement, not acceptance of one. The filer continues to support whole-Territory Statehood unless an alternative can credibly preserve Korda's future. No resolution has been adopted; the active §15.5.a(3) period is unaffected.
