Reference: NRS-Y13-0747
Type: Delegate discussion memorandum, non-binding
Submitting delegates: Jalen Mire and Tomas Rell, in their personal Convention capacities
Date: Year 13, Month 12
Capacity and status of submission
The undersigned are co-chairs of the Joint Committee on Transition Facts but submit this memorandum solely as Convention delegates. It is not a committee recommendation, an agreed settlement, an adopted Convention resolution, or a certified geographic boundary. The Joint Committee's preliminary compilation, NRS-Y13-0746, remains advisory and is not amended by this submission.
Questions for a possible common text
1. Northern corridor: Whether a defined northern subset of the certified lake-corridor petition area could be considered for merger with Kelvant, subject to a precise boundary schedule, affected-voter ratification and the approvals required by §15.4. This memorandum designates no northern boundary.
2. Southern lake districts: Whether a resolution could retain Korda's southern lakefront and associated communities within the Territory, protecting meaningful existing access to Lake Varda and identifying the services and rights that must continue during any territorial transition.
3. Financial and administrative continuity: A proposed resolution must distinguish ownership, operation, service area, outstanding liabilities and the assumption or continuation of shared commitments. Unverified title, transportation-contract amendments and shared-cost allocation must be listed as outstanding, not represented as agreed figures.
4. Statehood: Any alteration must address the continuing constitutional position of the remaining Korda Territory and the applicability of its Statehood proceeding under §15.2. The Convention cannot itself grant Statehood or declare a Statehood Audit successful.
Outstanding work
The delegates request circulation of a prospective boundary schedule and a public-service continuity schedule before any final proposed resolution is put to a Convention vote. Dessa Orin and the other delegates are not signatories; the memorandum does not represent their assent. It neither revives the canceled underlying referenda nor initiates a new referendum. The Convention's running period under §15.5.a(3) is unchanged.
