Status and authority
The Joint Committee on Transition Facts publishes this preliminary compilation for the Korda Territory Convention under its advisory mandate. It is a source-organizing document, not a Convention resolution, constitutional audit, territorial boundary determination, or recommendation on any petition. The Committee's publication does not pause or extend the Convention period under §15.5.a(3).
Material compared
The compilation places the certified lake-corridor source returns, the Territory's interior service returns, transport links, public-facility operating schedules and available fiscal records in a common index. Reconciled records support comparisons of existing obligations; they do not establish which jurisdiction ought to hold them following any constitutional disposition.
Northern corridor
Available records show several northern corridor transport and service arrangements oriented toward Kelvant and northward routes. That observation concerns current operational links; it does not make merger automatic or establish a proposed transfer line.
Southern lake districts and interior
A larger share of the reviewed southern lake service obligations crosses into interior Korda, including shared facilities and recurring service relationships. Existing lake access, travel and community ties must be considered separately from transport capacity. Current dependence does not compel continued territorial unity.
Unresolved evidence
The Committee carries forward identified gaps in archival title references, transportation contract amendments, and allocation of shared costs. It supplies no final option-cost table or unsupported estimates. Entries lacking documentation remain marked provisional or outstanding.
Limits of the compilation
Neither whole-Territory Statehood nor a corridor merger is recommended or rejected. This preliminary compilation neither certifies Statehood Audit capacity nor determines the viability of a remaining Territory. It does not revive the suspended underlying referenda, and it cannot substitute for the Convention's proposed resolution or the affected-voter referendum and other approvals prescribed by §15.5.a(3).
Convention use
The compilation is available to all delegates as a common evidentiary baseline. Corrections and supplementary returns may be registered without changing its advisory character. The Convention must still deliberate and decide what, if any, proposed resolution to put before the affected voters.
End of record.
