Record Identification
Preparation status
The Joint Committee records that the reconciled submissions, source records and working comparison materials now before it are sufficient to begin preparing the non-binding preliminary compilation contemplated by its internal work plan.
This determination concerns the completeness of the committee's working record for preliminary comparison. It is not a finding that every requested record has been supplied and is not a determination that the evidence supports any particular constitutional-status outcome.
Residual unresolved entries
Several archival title references, contract amendments and cost-allocation questions remain unresolved or qualified. The committee will identify those entries as unresolved in the preliminary compilation rather than substitute estimates or treat absence of a record as proof of ownership, liability, transfer obligation or service responsibility.
Where present service areas or operating arrangements cross the committee's analytical groupings, those facts will remain described as current conditions only. They do not establish a proposed boundary or determine what would transfer under a Convention resolution.
Compilation scope
The preliminary compilation may compare verified ownership, operation, maintenance responsibility, present service area, recurring public cost and identified transition assumptions to the extent supported by the filed record. It may also identify gaps that prevent like-for-like comparison.
It will not recommend whole-Territory statehood, corridor merger, territorial division or any other constitutional disposition. It will not bind the Convention, alter the effect of either certified petition, or toll the Convention period under §15.5.a(3).
Status
The committee's internal thirty-day target remains non-binding. No publication date for the preliminary compilation is established by this notice.
