The territorial administration files a second supplemental group of title extracts, maintenance instruments and transportation-service contract records requested by the Joint Committee on Transition Facts. The material verifies several entries that remained pending in the earlier reconciled schedule.
Entries now reconciled
For the newly supported entries, the working register can now distinguish recorded ownership from operation, routine maintenance responsibility and current service area without relying on provisional descriptions. Several records concern facilities serving more than one reporting area.
The return does not state that an existing owner, operator or service area determines what would transfer under a Convention resolution. Those questions remain dependent on the resolution adopted, any implementing agreement and applicable law.
Outstanding material
A smaller set of archival title references, contract amendments and cost-allocation records remains unresolved or held by other public bodies. The Committee's working comparison therefore remains incomplete, and no final option-cost table is attached to this return.
Status
This filing supplies additional evidence only. It adopts no valuation, boundary, transfer rule, viability finding, merger recommendation, statehood recommendation or other constitutional-status conclusion. The Committee's non-binding preliminary-compilation target and the Convention period under §15.5.a(3) are unchanged.
