A transition framework addressing the two Territorial court seats within the defined portion subject to referendum has been under development since the date of referendum scheduling certification (NRS-Y13-0461). The framework has not yet reached a stage suitable for publication.

This filing addresses development status only. It does not constitute a finding under §15.5.a, does not bind any body, and does not itself resolve the docket-continuity concern raised in the dissent accompanying the remainder viability assessment (NRS-Y13-0447).

The Council will file further status updates at intervals it determines appropriate. No date is set for publication of the completed framework.
