The referendum on the merger of the Kelvant-Korda lake corridor with the State of Kelvant is scheduled, within the period established by statute following satisfaction of all prerequisites under §15.4 and §15.5.a. Eligible voters are those registered within the defined portion of Korda Territory identified in the certified petition. Passage requires 60% approval with at least 50% participation, per §15.4.
A single question will appear on the ballot: whether the defined portion shall merge with the State of Kelvant on the terms specified in the restructuring agreement, once negotiated and ratified as required by §15.4. Voter education materials, including the full text of the JMC assessment and the published dissent, will be made available through the NVS in advance of the referendum date.
Certification of the referendum date does not complete the §15.4 process. Following the referendum, if approved, a restructuring agreement must still be negotiated between the affected portion and the Legislature and ratified by Senate simple majority. The existing State of Kelvant's approval through its own constitutional process, and a joint LM-JM Statehood Audit confirming Kelvant's continuing integrity, remain independently required.
