Record identification

Reference: NRS-Y14-0004
Filing authority: Directorate of Foreign Affairs
Type: Conference opening notice and registered procedural account
Location: Valedon
Date: Year 14, Month 1

Opening

The civilian-navigation conference previously scheduled in NRS-Y13-0716 convened in Valedon with participating delegations from Torenthia, Caldris and Valedon. Director of Foreign Affairs Ines Carrow leads Torenthia's delegation in accordance with NRS-Y13-0736. The host received the opening statements and registered the three agreed subjects for working discussion. This filing establishes the opening within Month 1; it does not supply an unsupported calendar day or complete lists of foreign delegates.

Registered working subjects

The opening agenda comprises (1) civilian passage and navigational notices on Lake Varda, (2) rescue contact and coordination arrangements, and (3) practical means to reduce the risk of dangerous encounters. Delegations may exchange technical descriptions and draft proposals within these subjects. Opening a working discussion constitutes neither acceptance of a proposed measure nor a legally binding agreement.

Limits

No participating government adopts another's account of the earlier Lake Varda incidents, a conclusion about responsibility, or a changed territorial position. The Sunderland Interim Authority is not a participating delegation in this three-party opening; no response from that authority is recorded here. No agreement, treaty, deployment authority or security finding is certified.

Next record

Any agreed procedural minutes, substantive working text, or later diplomatic instrument will be recorded separately if adopted. End of record.
