Record Identification
Reference: NRS-Y13-0750
Type: Certified Territory Convention decision and final amendments
Body: Korda Territory Convention, thirty-three Assembly delegates
Date: Year 13, Month 12
Disposition: Proposed resolution adopted, subject to constitutional ratification and approvals
Certified recorded vote
The Territory Convention votes on the Northern Lake Settlement, originally filed as proposed resolution NRS-Y13-0749 and amended as recorded below. The result is 28 in favor, 5 opposed, 0 abstaining, out of the thirty-three delegates constituting the Convention. Jalen Mire, Tomas Rell and Dessa Orin vote in favor. Opposing delegates state different grounds, including objections to limiting the original corridor petition and objections to any reduction of Korda's existing territorial extent.
The Convention chair certifies adoption of a proposed resolution under §15.5.a(3). The certification records the Convention's decision within its active constitutional period. It does not certify a popular referendum, a merger with Kelvant, completion of a Statehood Audit, or the admission of any new State.
Operative geographic proposal — Article 1 unchanged
The adopted proposal identifies only the three original certified corridor electoral districts LC-N1 (Varenne Station), LC-N2 (Upper Lake Road) and LC-N3 (North Freight Landing) for a possible future merger with Kelvant, using their certification-date boundaries. All remaining Korda districts, including the southern lake districts and the interior, remain proposed as the continuing Korda Territory. A map authenticated against the original Elections Panel certification register must accompany any public ratification materials. The registered boundaries, not a later redraw based on service geography, determine the proposal's area.
Adopted amendment to Article 2 — Service continuity
Article 2 of NRS-Y13-0749 is replaced by the following:
Before any transfer of jurisdiction may take effect, the responsible authorities must approve and publish an enforceable continuity schedule identifying the operator, lawful basis of operation, and transition responsibility for each affected public transport link, water-access service, emergency service, public facility and shared-service contract. Existing lawful service duties continue until an authorized successor assumes them. No transfer may create a lapse in accountable operation. Public access and existing community and Indigenous relationships with Lake Varda must remain protected within the scope of law. Where Kelvant's consent or participation is necessary, no obligation is imposed on Kelvant without its constitutionally required approval.
Adopted amendment to Article 4 — Continuing Statehood process
Article 4 of NRS-Y13-0749 is replaced by the following:
The Convention's resolution addresses the certified whole-Territory Statehood claim by preserving the remaining Korda Territory's pursuit of Statehood through its existing §15.2 proceeding on the lawful boundaries it would have after any approved merger. The applicable audit requirements, findings and constitutional deadlines remain in force. Each Monitor must assess the jurisdiction whose Statehood is sought; no audit result concerning a materially different territory is deemed satisfactory merely because this resolution was adopted. Nothing in this resolution creates a State or waives a constitutional requirement for admission.
Adopted clarification to Article 5 — Approvals and effect
The following sentence is added to Article 5 of NRS-Y13-0749:
The Elections Panel shall authenticate the fixed boundary schedule and publish the affected electorate and referendum materials before the ratification vote; no implementing authority may enlarge the approved transfer area by administrative action.
Unamended text and outstanding matters
Articles 3 and 6, and all other portions not expressly amended above, remain as proposed in NRS-Y13-0749. Title gaps, contract amendments and shared-cost allocations remain open for lawful resolution under Article 3 and the adopted continuity requirements. None is assigned an invented figure by the Convention.
The original corridor referendum remains displaced; it is not retrospectively counted or revived. The Convention's resolution must now be submitted to the eligible voters it affects under §15.5.a(3), with the merger's 60% approval and 50% participation standard under §15.4 applicable. Kelvant's own constitutional approval, a joint LM–JM integrity assessment and simple-majority Senate ratification remain necessary for the merger. The remaining Korda Territory's path toward Statehood continues separately through §15.2. Until the required acts occur, Korda's existing boundaries, authorities and constitutional status remain unchanged.
Closing certification
The Convention has fulfilled its constitutional duty to decide whether to produce a proposed resolution during its allotted period. Its decision ends the question before the Convention but does not decide the question reserved to affected voters or to other constitutional institutions. The Clerk records the vote and this amended text as the Convention's final proposed resolution.
End of record.
