Plaintiffs having moved for interim relief under §4.5(8), and the Court finding that continued running of the ninety-day period established under §15.5.a(3) pending resolution of this action would risk irreparable harm to Plaintiffs' position should they prevail on the merits, it is ordered:
The running of the Territory Convention's ninety-day period under §15.5.a(3) is STAYED, effective immediately, pending this Court's ruling on the merits. Three days of that period, from the Convention's first session on Month 12 Day 9 through the date of this order, have already elapsed and are not restored.
This order is limited in scope. It does not resolve, and expresses no view on, whether §15.5.a(1) was properly triggered by the certification of the whole-Territory petition, or on the Court's jurisdiction to reach that question. It preserves the status of the underlying deadline only.
The Convention itself is not enjoined. It may continue to meet, organize, seat delegates, and deliberate. No proposed resolution adopted while this order is in effect shall be treated as final, and no consequence under §15.5.a(3) — favorable or adverse to any party — attaches to anything the Convention does, until this order is lifted.
Issued per curiam. No dissent recorded from this order. Filed to the NRS under §4.5.a and §10.1. The Court's ruling on the merits follows in due course.
End of record.
