On the morning in question, an armed Sunderland formation of approximately company strength, mounted in ████████████ vehicles, crossed the Korda border marker at the Lake Varda approach and advanced roughly four hundred meters onto Republic ground. The formation remained for nine minutes. During that period an exchange of fire occurred; two Korda border personnel were killed and one was wounded. The formation withdrew across the marker following ████████████████████. The Directorate assesses with high confidence that the crossing was executed by a standing Sunderland unit and not by an irregular or unaffiliated group. The Directorate assesses — with moderate confidence, and this is the central judgment of this summary — that the formation acted ████████ the direct operational control of the Sunderland Interim Authority's central command at the time of the crossing. The distinction the Directorate sought in its Month 5 inquiry (NRS-Y13-0233) — between a crossing directed by an identifiable authorized command and one occurring outside command control — is therefore not resolved in the Interim Authority's favor. A command that cannot account for a company-strength unit conducting a lethal cross-border operation is either not in control of that unit or declining to say so.
