Background
On Month 5, Day 8, the Legat Consul transmitted a formal note of protest to the Sunderland Interim Authority following an armed incursion approximately 800 meters into Korda Territory. That note addressed the incursion at the level of state responsibility. It did not seek, and was not intended to seek, an accounting of which formation crossed, under whose orders, or through what chain of command. This inquiry seeks that accounting.
Communication Summary
The Foreign Affairs Directorate has transmitted a formal inquiry requesting: (1) identification of the specific formation and its parent command structure; (2) confirmation of whether the crossing was authorized at the command level identified or occurred outside the chain of command; (3) the Interim Authority's assessment of the operational reliability of that command structure going forward. The inquiry notes that a crossing directed by an identifiable authorized command and a crossing occurring outside command control carry materially different implications for the reliability of future diplomatic engagement, and that the distinction is not addressed by a note of protest alone.

The Interim Authority has not responded as of the date of publication. The Directorate will publish the response, or the fact of continued non-response, to the NRS upon receipt or upon expiration of the standard 30-day diplomatic response window, whichever occurs first.
