A permanent home and a place of passage

“We are a permanent home and a place of passage. This Constitution speaks for those who are here now, those who will arrive, and those who have not yet crossed the lake.”

Norvane lies between the Torenthian Alps and the northern reach of Lake Varda. Boats crossing from Sunderland reach a State whose constitution treats reception, shelter, transport, and public health as central work of government. Its northern arrival corridor is separate from Korda’s southeastern corridor and Varenne Station.

The State text gives that work a single executive center. Norvane’s stated concern is that divided responsibility can slow the response to sudden arrivals. The same constitution makes the people using reception facilities holders of enforceable rights.

A Governor who directs the administration

A directly elected Governor holds general executive authority and serves a four-year term, with no more than two consecutive terms. A Deputy Governor is elected on the same ticket. The Governor directs departments and proposes the budget; a unicameral Assembly makes law and controls appropriations. Bills are subject to a gubernatorial veto, which two-thirds of the Assembly’s authorized membership can override. (State §§2.1–2.5, 3.1, 4.1 and 5.1.)

Reception creates duties

People in State-operated or State-supported reception facilities are entitled to adequate shelter, nutrition, medical care, sanitation, and protection from harm. Contracting out a facility does not remove those duties. Reception alone provides no authority to confine someone, and people affected by emergency or confinement measures can go directly to the State courts. Essential services must provide meaningful language access where reasonably necessary. (State §1.2.)

Norvane participates in State sponsorship under federal immigration law, using published criteria administered by a subordinate office. Humanitarian shelter is not itself sponsorship or legal residency; federal certification and asylum decisions remain federal responsibilities. (State §9.5.)

Emergency powers need another vote

A Governor’s emergency declaration expires after fourteen days unless the Assembly affirmatively extends it. Each extension may last no more than thirty days, and the Assembly may end particular emergency powers by a majority vote without the Governor’s assent. Courts can review emergency measures, and emergency authority cannot sustain permanent measures after its legal basis expires. (State §§6.1–6.6.)

The Norvane State Record carries executive orders, emergency declarations, and the Assembly’s extensions. An independent State Auditor reviews public expenditure, including emergency spending. The constitution also requires a local equalization mechanism so that concentrated arrival and service burdens do not disable the municipalities carrying them. (State §§2.7, 5.5–5.6 and 9.3.)

The ridge and the arrival corridor

Argent Ridge, locally called Riverglow, straddles Norvane and Varek. The residential part of the authorized development is the only large buildable federal tract within reach of Norvane’s arrival corridor. For people being housed in a converted freight shed, the housing question is immediate.

Varek has filed its consent to the proposed National Trust designation. Norvane has now refused consent, citing the same residential tract as its best remaining large housing option near the northern arrival corridor. The Trust designation therefore cannot take effect unless Norvane later changes its position.
