Under §2.7, the Civic Consul issues a reconsideration notice for the Northern Arrival Housing Capacity Act (NRS-Y14-0026). This notice is not a return of the bill.

Provision identified. Section 3(c). The Civic Consul recommends deleting the words "including parcels within or adjoining tracts conveyed by statute for residential development."

Grounds. Those words would permit temporary housing financed under the Act on parcels bordering the Argent Ridge tract. The statute conveying that tract's development rights is the subject of a pending citizen repeal process under §13.1, and its proposed National Trust designation under §18.4 has not received host-State consent. Federal money for temporary housing should go to sites whose legal status is settled. The Civic Consul supports the remainder of the Act.

Under §2.7, the Assembly Speaker may pause the review period for up to ten business days, during which the Assembly may withdraw the bill by simple majority. The Speaker's decision will be published to the NRS.

End of record.
