On Month 5, Day 16, the Directorate transmitted a formal inquiry to the Sunderland Interim Authority seeking an accounting of the command structure responsible for an armed incursion into Korda Territory. The Interim Authority's response, received twelve days later, confirmed receipt and answered none of the three questions asked. No further substantive communication has been received from the Interim Authority in the period since, including following the Month 5 incursion resulting in one Torenthian officer wounded, or following the vessel incidents on Lake Varda addressed in prior public reporting.
The Directorate has concluded that bilateral communication with the Interim Authority has been exhausted as a near-term channel for resolving the matters at issue.
The Directorate proposes a trilateral conference among the Federated Republic, Caldris, and Valedon to address the following:
- The security situation on Lake Varda, including vessel conduct and the status of the Korda border marker;
- Regional capacity for refugee arrivals arising from the Sunderland conflict, and coordination of response among neighboring states;
- Whether a joint or parallel diplomatic approach to the Interim Authority, conducted by more than one government, would produce a different response than bilateral inquiry has produced to date.
Caldris is invited on the basis of its stated economic interests in Sunderland and its position as a party to existing bilateral frameworks with the Republic. Valedon is invited as a proposed venue and co-convener; the Directorate is not aware of any direct Valedon interest in the Sunderland situation, and the invitation does not presume one. The Republic's communication to Valedon requests only that it consider hosting the conference and participating in its proceedings.
Neither government has responded. No date, venue, or agenda has been confirmed. The Directorate has proposed no timeline for a response and has not indicated what step, if any, follows a decline by either government.
