The Elections Panel certifies that a petition to hold a referendum on merging the lake corridor portion of Korda Territory with the State of Kelvant has been signed by at least 25% of the eligible voters within the defined portion, authenticated through the NVS using Citizen Voting Credentials, as required under §15.4. No referendum has been held. No vote on the merger question has occurred. This record certifies only that sufficient signatures exist for the process to proceed to its next stage.

Under §15.5.a, before any referendum may be held on this petition, the JMC must assess whether the remaining portion of Korda Territory — the portion outside the lake corridor — could realistically satisfy the conditions of the §15.2 Statehood Audit on its own administrative and economic resources, should it ever seek Statehood independently. This assessment must be published to the NRS before the referendum proceeds, so that eligible voters in the lake corridor may weigh it before casting a vote.

The JMC has 90 days from this certification to complete and publish its assessment, extendable once by up to 30 additional days upon published justification. Where the assessment finds the remaining portion could realistically satisfy those conditions, the referendum proceeds on the terms already established under §15.4. Where it finds the remaining portion could not, the referendum does not proceed, and the Civic Consul convenes a Territory Convention of the Assembly members representing districts within Korda Territory to determine a proposed resolution.

This assessment is distinct from, and precedes, the joint LM-JM Statehood Audit that would separately confirm Kelvant's own constitutional integrity is maintained by the merger — a later-stage requirement that applies only if a referendum is held and passes.

The Panel records, without comment on the merits, that this petition concerns the lake corridor portion of Korda Territory specifically and does not extend to Korda Territory as a whole.

Published to the NRS as required. The JMC's remainder viability assessment will be separately reported upon completion, publication, or lapse of the statutory period.
