The Elections Panel certifies that a petition to hold a referendum on merging the lake corridor portion of Korda Territory with the State of Kelvant has been signed by eligible voters within the defined portion in a number exceeding the threshold established by statute under §15.4, authenticated through the NVS using Citizen Voting Credentials. No referendum has been held. No vote on the merger question has occurred. This record certifies only that sufficient signatures exist for the process to proceed to its next stage.

Under §15.5.a(2)–(3), remainder viability must be determined before a subdivision referendum proceeds. The JMC assesses the remainder against constitutional Statehood requirements and publishes its evidence. The Assembly then determines whether the subdivision would compromise that viability. A Monitor assessment supplies evidence; it is not a binding approval.

The assessment is due within the period established by statute. If the JMC does not report, the Civic Consul must publish standards, evidence and an assessment. The Assembly must determine viability within the statutory period, at most ninety days from the trigger defined in §15.5.a(3). Failure to decide transfers authority exclusively to the Senate under §15.2.a; further inaction is subject to judicial enforcement. Missing reports determine neither viability nor nonviability. An adverse legislative determination sends the matter to a Convention under §15.5.a(4).

This assessment is distinct from, and precedes, the joint LM-JM assessment of the merger’s effect on Kelvant’s constitutional integrity, which the Senate must consider — a later-stage requirement that applies only if a referendum is held and passes.

The Panel records, without comment on the merits, that this petition concerns the lake corridor portion of Korda Territory specifically and does not extend to Korda Territory as a whole.

Published to the NRS as required. The JMC's remainder viability assessment will be separately reported upon completion, publication, or lapse of the statutory period.
