The Executive Monitor finds that Korda Territory's social state infrastructure deficit precedes the Lake Varda incident and reflects sustained underfunding relative to the federal fiscal-equalization standard under §12.8. The incident has exposed and accelerated the infrastructure gap; it did not create it. Addressing the current situation requires both emergency expenditure authorization and structural investment in social state capacity.
The EM recommends that the Legislature consider three actions within the 90-day response window: first, authorizing emergency supplemental appropriation of not less than 1.84 million Republic Units to cover Year 12 overage already incurred; second, initiating a statutory definition of the §6.3 determination timeline for mass-casualty maritime incidents; third, commissioning a structural investment assessment for Korda Territory social state infrastructure with a view to bringing capacity to federal minimum standard within three fiscal years.
These recommendations are advisory. The Legislature's obligation under §12.3 is to respond within 90 days, not to accept the EM's recommendations. The EM's constitutional function is assessment and publication; the Legislature's constitutional function is determination. This document fulfils the EM's function. The 90-day clock runs from the date of this publication.
