The Committee directs staff to prepare comparable distributional illustrations for the three approaches in NRS-Y13-0740: retain the present formula with standardized queue-age reporting; add a recurring service-burden factor; or combine verified infrastructure backlog and request persistence in a blended factor.
The illustrations must use a common reference period and stated aggregate funding assumption. They must distinguish the effect of changing allocation factors from the effect of increasing the funding envelope. Any illustrative weights must be identified as staff assumptions, with sensitivity to alternative weights shown separately. They are not Committee-approved weights.
Staff must identify missing or non-comparable evidence, the treatment of recurring service costs and deferred maintenance, and the procedure by which a source authority may correct its data. The registered submissions, including Korda's infrastructure material and Morantine's request-aging schedules, remain evidence to be assessed under common rules; neither Territory receives a preferred allocation by this direction.
The Civic Consul's request for a report before the session ends remains a request. This direction sets no publication deadline or markup date. Staff have not yet published the requested illustrations, and the Committee has selected no option or statutory text.
The existing Executive Monitor finding of no constitutional failure remains unchanged. No statutory response period following a §12.6 noncompliance finding is running. This direction changes no allocation, authorizes no payment and makes no appropriation.
