This communication is issued under the foreign affairs authority of the Legat Consul pursuant to §2.1 of the Constitution of the Federated Republic of Torenthia. It is published to the National Record System pursuant to §10.1 as a permanent public record of the Republic.
The Federated Republic of Torenthia formally records the following: at 0347 hours on Year 12, Month 10, Day 21, a Sunderland naval vessel of identifiable class crossed the administrative midline of Lake Varda into waters under the Republic's administrative jurisdiction. The vessel held position at an average distance of approximately 400 meters from the midline until 1010 hours, at which time it withdrew into Sunderland-controlled waters. The vessel's position was tracked continuously by the Republic's coast guard command throughout the duration of the incursion. The track is a matter of record.
This is the third incident of this nature recorded in Year 12. The Republic's prior diplomatic communications on this matter — NRS-Y12-1203 and NRS-Y12-1844 — stated the Republic's position on the administrative midline with precision. That position has not changed. The Republic does not accept the premise that the midline is contested in the manner Sunderland's actions suggest. The midline is an administrative boundary maintained by the Republic in the exercise of its sovereign jurisdiction over the waters in question. Incursions across it are not ambiguous events.
The Republic notes that Sunderland's current governing authority is operating under conditions of domestic instability that the Republic does not regard as eliminating Sunderland's obligations under the law of nations. A state's internal circumstances do not suspend its international responsibilities. The Republic has engaged with Sunderland through proper channels on three occasions in Year 12 regarding this specific matter. Those engagements have produced no change in Sunderland's conduct.
The Federated Republic of Torenthia expects the current governing authority of Sunderland to take measures to prevent further incursions across the Lake Varda administrative midline. The Republic further expects a formal response to this communication within thirty days of its transmission. The Republic is prepared to pursue this matter through whatever channels are necessary and appropriate to achieve resolution consistent with its sovereign jurisdiction over the waters in question.
The Republic's position on this matter is not subject to revision in the absence of a substantive change in Sunderland's conduct.
