The Fair Start Committee has filed a proposed citizen legislative initiative under §13.2. The proposal would lower the statutory limit on individual contributions to federal campaigns, require contributions received in the final thirty days before a federal election to be reported within two business days, and lower the statutory threshold below which contribution records are published in aggregate rather than by name.

The Elections Panel finds the proposal eligible. It amends statutes governing electoral finance, narrows no right under Article I, appropriates no public funds, and neither imposes nor alters any tax, duty, or tariff. The sponsors withdrew an earlier draft before determination; the Panel makes no finding on it.

Phase One opens on publication of this record. It requires signatures from the statutory percentage of eligible voters in at least one-third of all States and Territories, authenticated through the NVS, within the statutory period. The proposal does not apply to any election held before it becomes law.

End of record.
