Pursuant to §2.5, the Legat Consul's office notifies the Civic Consul of the following matters arising from the Lake Varda incident of Year 12, Month 12, Day 1, which bear on domestic interests and create domestic fiscal obligations requiring the Civic Consul's awareness:
- Coast guard operational expenditure — Korda Territory. Sustained coast guard operations at Varenne Station and adjacent Lake Varda positions have produced expenditure in excess of the standing federal operational appropriation for Korda Territory coast guard functions. The LC's office estimates additional expenditure for the current period at approximately 340,000 Republic Units above appropriated levels. This expenditure is being met from the LC domain operational reserve pending Legislative action. The CC's office is advised for purposes of budget coordination under §2.5.
- Survivor welfare costs — federal health account. Seven survivors of the Month 12, Day 1 incident are receiving medical care at Varenne Station at federal expense. Costs are allocated to the federal emergency health account pending determination of the survivors' legal status. The CC's office is advised that status determination — and associated §6.3 proceedings, if applicable — will generate further domestic obligations to be coordinated between the LC and CC domains.
- Executive Monitor notification. The LC's office has notified the Executive Monitor of the domestic fiscal impact elements of the Lake Varda situation for purposes of the EM's ongoing fiscal equalization assessment of Korda Territory under §12.8. The EM's independent assessment is its own function; this notification confirms the LC's office has fulfilled its coordination obligation.

The Civic Consul's office acknowledges receipt of this notification. The CC's office confirms that budget coordination on items (1) and (2) is underway. The CC's office further notes that the EM notification referenced in item (3) is consistent with the CC's independent assessment of the Korda Territory fiscal situation and that the CC has separately requested an interim EM fiscal review of Korda Territory's social state infrastructure capacity.
