CALDEN — The Elections Panel has published its first list of Assembly candidates receiving public financing allocations, and Caldenmere's candidates appear on it alongside those of every other State and Territory. Each participating candidate receives the same initial allocation. Legat Consul applications remain under review.

The allocation is set by statute. Under §8.4 the Legislature must make public financing available to every qualified federal candidate on equal terms, with an initial allocation sufficient to establish a campaign and communicate with voters. Candidates who accept it may still raise private money, and every contribution any campaign receives must be disclosed in full to the Elections Panel under §8.1.

Halsey Maddox operates a container crane on the Calden waterfront and is running for the Assembly for the first time. He is one of four candidates in his district. He accepted the allocation on the day his application cleared.

"It pays for the first thing every campaign needs, which is to exist," Maddox said. "Leaflets, a rented room, a printer that works. It doesn't make me as loud as somebody with a list of donors. It makes me audible."

He has raised some private money as well, mostly small contributions from people he works with. Under current statute, contributions below a set threshold are published in aggregate rather than by name. "My shift supervisor gave me forty marks," he said. "She'd rather that wasn't on a list, and the law agrees with her about that much."

Maddox said the provision that surprised him most was §8.3, which requires operators of broadcast channels on public spectrum to sell time to qualified candidates impartially and at reasonable rates. "I assumed radio was for people who already had money," he said. "It turns out the rate card is the same for me." Whether he can afford much of it is a separate question.

Caldenmere's contribution records will be published to the National Record System on the Panel's ordinary schedule. TNB will report what they show for every candidate in the district.
