A formation of Sunderland Internal Security Forces crossed the Korda border marker at approximately 06:40 this morning and advanced approximately 800 meters into Torenthian territory before withdrawing at 10:52. Three Torenthian coast guard officers were present at the marker at the time of crossing. Two were detained by the formation during the incursion. One officer sustained injuries described by the coast guard command as serious but not life-threatening. All three have been accounted for.
This is the first recorded land incursion into Torenthian territory from Sunderland. Previous incidents — including the Lake Varda vessel engagement in Year 12 — took place on disputed waters. Today's crossing was on dry land, at a demarcated border, with no territorial ambiguity about jurisdiction.

Legat Consul Rehn confirmed the note of protest at a brief statement to the press at 13:00. He declined to characterize the intent of the incursion or speculate about which Sunderland faction directed or authorized it. "We have filed formally. We expect a response. The territorial integrity of Korda is not a matter we treat as ambiguous." He took no questions.
The Sunderland Interim Authority has not responded to the note as of 14:30. RNN has been unable to reach a spokesperson.
The constitutional implications of the incident are not yet formally assessed. The EM's mandate covers military compliance; whether today's incident triggers a formal EM assessment under §9.1 will depend on whether the LC treats it as a military matter or a diplomatic one. Rehn's statement did not indicate which characterization he intends to apply.
