Scope
The register will receive submissions from residents, operators and local service offices. It is ordinary State-level consultation, not Kelvant's constitutional approval of any territorial merger.

No Korda territory has transferred, and this consultation neither schedules nor substitutes for the pending affected-voter ratification of the Convention proposal.
