The Session That Was Supposed to Happen in Month 6

In Month 5, the joint Torenthia-Caldris working group on the eastern tributary reached provisional agreement on the dry-season minimum flow formula after twelve sessions. One item remained outstanding: the dispute resolution mechanism that governs what happens in a low-rainfall year, when the provisional formula's assumptions stop holding. The next session was scheduled for Month 6.

It is Month 11. The item is exactly as outstanding as it was in the spring.

What We Asked, and What We Were Told

The Foreign Affairs Directorate's office confirmed the Month 6 session did not take place and that no session has been held since. Asked why, the response was brief: scheduling conflicts on the Caldris side pushed the meeting, and no replacement date has been set. The office declined to characterize this as a breakdown, and this paper has no evidence that it is one.

It is also, on its own terms, unusual. Twelve sessions in eighteen months is a working pace. Zero sessions in the six months since is a different pace, and nothing on the public record explains the change.

Why the Missing Item Matters

The provisional formula holds for ordinary years. It says nothing about what happens when the river runs low and both sides' agricultural allocations can't be met in full — which is precisely the scenario the dispute resolution mechanism exists to govern, and precisely the scenario in which its absence would be noticed by someone other than a diplomatic correspondent.

This has not yet been tested. This year's flow has stayed within the range the provisional formula assumes. Whether that holds next dry season is not something either government controls.

Nothing Requires Anyone to Reconvene

There is no statutory deadline compelling either side back to the table, and nothing about a stalled diplomatic working group triggers any provision of federal law. This is not a constitutional gap. It is an ordinary diplomatic process that has gone quiet, on a question that only becomes urgent in exactly the year nobody is currently working to answer it.
