Elections Infrastructure & the NVS
The machinery beneath the vote. Two independent panels no single authority can capture, a voting system engineered to be secret and auditable and resilient at the same time, credentials that hold no names — and, for a State that won't meet the standard, a federal takeover that lasts exactly one election.

Two Independent Panels — §11.1
Elections Panel
Builds and runs the National Voting System, sets federal election standards, certifies equipment, audits State compliance, administers referenda and confirmation votes, and certifies every federal result. Independent of both executives, the Legislature, and the other panel.
NRS Panel
Operates the National Record System — the Republic's permanent, tamper-evident public record. Independent in the same way. Both panels take temporary emergency technical measures only, expiring in 72 hours unless the panel ratifies — and never changing rules, timelines, or record permanence.
The Three Properties the NVS Must Hold at Once — §11.2
Ballot Secrecy
Technically impossible to link any vote to any voter — even in post-election audits.
Public Auditability
Aggregate results verifiable by anyone with NRS access; each voter can verify their own vote without revealing it.
Resilience
Keeps working in degraded conditions without sacrificing secrecy or auditability.
The Credential, and What Cannot Leave the System — §11.2
The Citizen Voting Credential
Stores only cryptographic identifiers — no names, no biometrics. Eligibility is confirmed by cryptographic matching against citizenship records held separately from the NVS and reachable only for that check.
The Data Firewall
No NVS information — including who participated — may go to any government body or foreign entity for any purpose but running that election. No State may add intermediaries or burdens that quietly reduce NVS access.
When a State Won't Comply — §11.3

Audit & Publish
The Panel finds material failure, publishes it to the NRS, and formally notifies the State.

Statutory Window
The State gets a defined period to fix the identified failures.

TAKEOVER
One Election Only
No cure? The Panel runs that federal election directly in the State — then State administration resumes automatically. Votes already cast stay valid; the State may challenge the finding at the SC.
